The HLURB celebrates its 35th founding anniversary on May 13, 2011. The week-long celebration commencing on the 7th of May 2011 will involve a meaningful program of activities to highlight this milestone of dedicated public service. The HLURB 35th Anniversary Logo which was designed and adopted reflects this theme and will be printed on the invitations, HLURB commemorative magazine, t-shirt, tarpaulins and other anniversary materials.

On February 24, 2011, Office Order No. 19 was issued creating the HLURB 35th Anniversary Celebration Committee with the following members: Chairman, Atty. Charito B. Lansang, Vice-Chair, Atty. Lorina Rigor, Members - Atty. Maria Luisa Pangan, Atty. Karl Frederick Borja, Lloyd Sioson, Meselemia Bitancor, Emma Ulep, Anabelle Guanzon and Jose Carlo Morales. It was tasked to organize, manage and supervise the entire planning, preparation and implementation of the program of activities in connection therewith.

To further strengthen and widen the participation and cooperation of everyone, according to their expertise or interest, nine (9) working or sub-committees were likewise created. Each of the sub-committees was directed to plan and prepare its proposed program of activities with detailed timelines, budgetary requirements and manner of implementation.

Pursuant to such directives, preparations are now well underway for the HLURB 35th Anniversary celebrations that will include, among others, the following highlights and features:

1. The opening of the HLURB 35th Anniversary Celebration starts on Saturday, May 7, to be kicked off by a “Fun Run” (approximately 3kms) around the Elliptical Circle in Quezon City. About 200 employees have already signified their intention to join this healthful activity. Family members, friends and others are likewise welcome to participate.

A fun run kit containing a fun-run T-shirt, an energy bar, bottled water and towellette will be distributed to participants on the day of the activity.

Participants will be encouraged to make a small cash donation to add to the budget of a planned community outreach program to take place on the 12th of May.

The first three (3) finishers will be given a token cash prize.

There will be a simple breakfast for participants after the fun run. 2.

On Monday after the Monday flag ceremony (9am) there will be a Celebration of the Holy Mass. After the Mass, the “HLURB @ 35” photo gallery will be formally opened, featuring a display/presentation of portraits of past and present chairpersons and commissioners. There will also be an Audio Visual Presentation and Exhibit of photos/slide show illustrating the transition of the agency from the Ministry of Human Settlements to HLURB, to showcase milestones, etc. “35 Years in Pictures”.

To grace the occasion, the Sec. Gen of HUDCC, Celia S. Alba, was invited to lead a simple ribbon-cutting ceremony.

From Monday through Thursday, an “AHEAD-“initiated Bazaar/Tiangge will be set up in a designated area of the HLURB grounds. Employees, family members, friends and other suppliers are welcome to participate for a very minimal joining fee.

In the afternoon from 3:30pm onwards, there will be fun games organized by the AHEAD, with seven participating teams from the Central, NCR, STR and NTR offices.

3. On Wednesday, 11 May 2011, approximately forty (40) HLURB personnel will visit the Reception and Study Center for Children, a DSWD child-caring residential facility located in Bago Bantay, Quezon City. The facility provides care and services for abandoned, neglected and/or surrendered children, zero to six years old. A feeding program with a variety show for the day, and donation of some needed items such as milk, diapers, medicines, multivitamins, laundry soap, Lysol, feeding bottles, etc. have been lined up.

Thursday is family day and employees night. The AHEAD has prepared a program of activities that will start late afternoon until early evening. It is also a time to get together with regional personnel (participants) who will be coming over for the 35th Anniversary program.

5. Other activities:

a) The HLURB has also embarked on a quest for the “HLURB Hymn”. A Song writing Competition has been launched for a suitable hymn which embodies the HLURB spirit into words and melody. The HLURB Hymn will symbolize the unity of the HLURB personnel in the performance of its mandates as we celebrate our 35th Founding Anniversary on the 13th of May. The Hymn will echo the aspirations and role of the HLURB in national development and will serve as the Official HLURB Hymn in the gatherings and events of the Board.

b) A commemorative magazine that shall permanently mark HLURB’s 35th Anniversary will be published and given out as souvenir to guests during the culminating program on May 13. The centerpiece article will tell the history of the Board as an institution, tracing its growth, chronicle its milestones and achievements, highlight its role, and look ahead in the light of current developments under the present leadership (consisting of 40 glossy pages, in full color).

c) A sports fest dubbed as the “Commissioners’ Cup” was launched on March 25, 2011 and is presently ongoing, with the participation of 124 Central Office and STR Office employees. Team and individual prizes will be awarded during the culminating program on the 13th of May at the Celebrity Sports Plaza.

6. The Main Event (35th Anniversary Program) will take place on the 13th of May at the Celebrity Sports Plaza in Quezon City. The Vice-President of the Philippines and HUDCC Chair, Hon. Jejomar C. Binay has been invited to be the anniversary guest speaker.

All HLURB personnel and guests have been requested to come in ‘70s attire/costume.

HLURB TO UNVEIL SOFT LAUNCHING OF DOCUMENT TRACKING SYSTEM

The Housing and Land Use Regulatory Board (HLURB) will hold its soft launching on the Document Tracking System (DTS) in its Central Office on January 11, 2011.

Newly appointed Chief Executive Officer and Commissioner Antonio M. Bernardo will lead the activity which stands as an important milestone in the history of the agency as it continues to increase efficiency and improve research and retrieval of important documents. He will be joined by Commissioners Ria Corazon Golez-Cabrera, Felix William B. Fuentebella and Luis Paredes and representatives of the key shelter agencies (KSAs).

Document Tracking System (DTS) is a web-based system and one of the vital components of the HLURB Knowledge Management System (KMS) which was conceptualized and designed in 2002 by Mr. Lloyd A. Sioson, the acting head of the Information and Communications Technology Division (ICTD).

The system allows HLURB personnel to access, retrieve, view, edit and store data by a simple point and click of the mouse. Thus, incoming and outgoing records are automatically organized and tracked from its source and its recipient. It was conceptualized to come up with a system that would respond immediately to queries regarding status of documents and, more importantly to encourage those in charge to perform their tasks without delay. Before, searching or tracing the document is one of the most fastidious tasks could ever be. Now with the DTS, officials and employees could simply visit the DTS Center and information is readily available and follow-ups are minimized! A system generated 2-dimensional barcode is also one of its main features that help in verifying a document.

In 2010, the Board conducted a year-round training on DTS for central and regional staff who are involved and responsible in the management of incoming and outgoing communications. The training on DTS intends to maintain an organized digital archive of cases, permits, licenses , incoming and outgoing documents that include tracking on the sender/addressee, verifying accountability of documents of person-in-charge and actions taken.  Furthermore, the activity spearheaded by the ICTD also includes the simulation, process flow repair and administration of the system.     The system was piloted at the RSDG and Board Secretariat which serve as the repository of important office documents such as board resolutions and zoning certifications. It was later extended to other divisions to cover all official documents both in the central and Regional Field Offices.

CEO Bernardo expressed optimism that the system will be of tremendous help to the Board which is presently trying to improve the management of records of cases and applications for license to sell and other permits. The HLURB is the government’s sole regulatory body for land and housing development. It also hears and decides disputes involving homeowners association.
