CAN AN UNLICENSED FOREIGNER SELL PHILIPPINE PROPERTIES?

Is there a requirement if in case yes? And what are the restriction if no?
Are they allowed to advertise or give flyers? Can a foreign developer without license to sell allowed to do pre selling?
