My parents recently purchased a house and lot at a new subdivision in Bacoor, Cavite. We already paid the full downpayment and construction is about to start. However, my parents wanted some minor revisions - a 2m x 2m kitchen extension, sliding door leading to a patio, etc. The problem is the engineers seem no longer interested in doing additional work and they told us that the building permit for the default house plan is already being processed and we need to wait another 1 or 2 months for the building permit of the requested revisions. An they have all sorts of excuses not to entertain our requests. The bottomline is if they didn't want any additional work, they should have stated in the contract that they won't allow any revisions, right? They just sold the house to us with honey-flavored spiels and now they act as if they can't wait to get rid of us and our requests. Is there any way that buyers can at least request what they want to be included in their houses and force these developers to act accordingly and respect their buyers' wishes? After all, we are talking about a 2 or 3 million peso house and lot here, can we not at least get what we want? Does HLURB take care of buyers' complaints and mediate between the parties involved?
