Dear Mr. Josu,
If your association was registered as "Homeowners'; Association" with SEC, I would suggest that you make a formal request with SEC to transfer your corporate records with HLURB since we now have the jurisdiction over the intra-corporate affairs of Homeowners Associations. Yes, your HOA can still function legally even your records are presently with SEC, but facilitate the transfer the soonest possible time so all your queries and complaints within your association may be handled and accommodated by HLURB.
