I would suggest you bring up Section 27 of PD 957 to the attention of all homeowners and then get a lawyer and talk it out with the developer. Found it in this site under "DEVELOPERS"

the problem as i mentioned, is that some homeowners may work with the developer to "legitimize" the trick by making the HOA official. or some homeowners will avoid confrontation and just pay (status symbol of the rich?) even worst is just transfer the payment burden to lot owners who can not represent themselves to meetings. ako yun.
