Dear Mr. Babagay,
If your Homeowners' Association is the one who is paying for the garbage collection services and the security services of your community, it is alright to impose the sanctions you mentioned, except for the issuance of the barangay clearance since the barangay officials are the one who have discretion to issue such document.
Please be advised that you may file a collection case with our Office against these members who do not pay their monthly dues.
