Dear Mr. Custodio,

As far as HLURB is concerned, you should abide with and follow what our Office has ordered you to do with regards to the conduct of your election. HLURB is the ONLY agency which has the mandate and jurisdiction over intra-corporate affairs of homeowners' associations.

Although we always encourage the HOA's to coordinate and cooperate with the LGU's regarding community policies and activities, the latter should not interfere or meddle in the internal affairs of Homeowners' Associations. It is their prerogative if they will recognize you or not. You could research on what violations they have committed for all their actions against your association and file a complaint at the proper court.
