As buyer of a property here in our country i have here several inquiry to guide me in case the developer fails on his part in the development of the project.
With so many property Developers and housing buyers nowadays was their any standards established regarding the House construction, specification, features and materials used for building the houses including the amenities, security and safety of the developed property? If any, where and how can i have a copy or access of the information available?
Is there any Quality inspection performed by concerned and authorized authorities of a government Agency prior to the payment and acquiring the property? If any, how can i avail of the services provided?
What and where specific government agency a buyer can go to report any discrepancies in the construction and acquiring the property so that the developer will comply, correct and complete the project or will be persecuted and compensate the buyer for failure to deliver the properties in good condition.
Most of the buyers of Properties if not all especially with a house encountered a lot of problems during the acceptance of the unit they were about to move-in. The most common problem is the failure in plumbing, wall finishing, roofing, electrical wiring, painting, water system and sewerage system. The occupants ends up complaining and worst spending more money to correct and do fixing for its newly acquired property supposedly free from any inconvenience during the move-in aside from the health and security risk encountered.
We know for a fact that all these units were sold to the buyer as finished product and no chance for the buyer to find out whether the specification specified in the House and Development Plan were actually been followed and applied. Only few buyers can actually understand, determine, recognize and available physically to monitor the construction of the unit and development of the place.
Its the Developer who has the knowledge, skill, manpower, resources and tools to implement the construction according to the approved plan and the necessary basic facilities, safety and security provided.
In these regard, what specific Government Agency or institution authorized by the Government do the inspection and the necessary action in protection of the buyer to make sure all the legal, technical, safety, security, environment and other requirements is followed such as listed below prior to acceptance of the acquired properties?
Legal : Documents
Technical: House and Development Plan and use of Construction materials as to specification
Safety : Tap Water, proper electrical installation (isolation, grounding, etc), radiation hazard, waste disposal, sewer system, soil erosion, flooding, soil treatment, etc
Security : Perimeter fence, fire protection, Main Gate provision, Guard, etc
