Gud day sir/maam!

A widow executed a contract of sell on a parcel of land registered under her late husband's name to our Homeowners' Association (HOA) on feb 2006 in which the said parcel of land shall be divided among its members. The contract to sell was duly notarized and signed by the widow and our association leader with two witnesses. For two years, no development was made to the subdivision. When I checked with the HLURB
Regional Office of our place, I learned that no license to sell was issued for our subdivision and our HOA is not registered with the HLURB.

1. to whom shall we demand for development of our subdivision?

2.what remedies can we avail to protect our rights? where shall be file our complaints?

3.can we, HOA members, compel the owner or the HOA officers to register our Subdivision and HOA with the HLURB?

4. We, are regularly paying for our monthly amortization to the HOA but no official reciept had been issued to us. What proper action shall we take?


I am really confused and i hope to be enlightened. Thank you.
