the access road from the Tierra de Sta. Maria Subdivision, Barangay Pulong Buhangin, Sta. Maria, Bulacan, to the national road has so many cracks and its low lying portions become flooded when it rains. the subdivision had already been turned over to the LGU. Who is responsible for repairing the access road? the LGU or the developer?
