Would just like to ask on where to file a complaint regarding my problem. I bought a lot from Sta. Lucia Realty. The subdivision name is Vista Real Executive in Quezon City. I made a reservation for this lot last August 2007. At that time, the agent from Mega East Properties (Sta. Lucia's marketing arm) told me that if I purchase this lot and put it through Sta. Lucia's in house financing, the 1st year amortization would be at 0% interest. So, given this sales proposition, I paid the reservation and then I started paying the 20% downpayment. I have finished paying the DP last Feb 2008. But then, when they furnished me contract to sell, the contract states that I already have to pay my monthly amortization with interest of 18%. Worrying that I could no longer refund the downpayment I have paid amounting to PHP559,200.00 I have signed the contract to sell and just requested them to furnish me the documentations needed so that I could loan the remaining 80% in the bank. So while waiting for the documentation like the notarized contract to sell which come out after 3 months (May). So I started negotiating with a bank and they asked me to get a copy of the land title. I went to Sta Lucia Realty and asked for a copy but they were telling me that the lot I purchase has no title yet and they are still processing it. Now I am trapped to pay the 18% interest. What course of action should I do in order to force Sta Lucia to furnish me a copy of the title? Can I stop paying my monthly amortization without treating me a default buyer?
