1,100 pesos monthly dues

Good day!
My name is Mary Ann Ochoa, i would like to ask few questions regarding the monthly dues that we are currently paying. The name of the subdivision is Cattleya Homes Subdivision located in Antipolo City. We bought an existing resort way back 2004, and we are still managing it to this day. More than a year ago, the owner developer started to charge us a total of 900 pesos for our monthly dues, specifically, 200 for street cleaning, 200 for gate light since we put a signage of our resort beside their signage, and 500 for street light. The reason why i am seeking help now from your office because we got a notice from the owner/developer that the 900 pesos monthly dues will increase to 1,100 pesos effective this month of June. And i am not sure when will be the next increase.
My question is, is it necessary and legal for us to pay the monthly dues since there is no HOA yet, and there's just about 5 residents in the subdivision aside from their employees residing in the subdivision that works in their resort. They are still selling the lots. There is no amenities either that we used to see in one subdivision. NO garbage collection, No gate guards, and no nothing. We even end up cleaning the road infront of our bussiness premisses because they are not cleaning it everyday. There is no yearly report of where the monthly dues being used that the owner/developer presenting to us either. I hope that you will be able to help me provide the necessary answers to my querries that it will be at help when talking to the owner/developer regarding this monthly dues issue.
One more thing, we just got installed of Manila Water, and they charge us 39.65/cm. Is it allowable in one subdivision to put an extra charge of what Manila Water is charging? We are not directly getting a monthly billing statement from the office of the Manila Water.
