What can we do to owners who move-in and not voluntary paying their monthly dues? Deny them the benefits of tha registered association?

When can a HOA be free from garbage collection fees from?
3) As HOA, do you have some projects to share? Its common to have
coop, livelihood, cleanliness, effective security, sports ? something new and easy to implement?
