Need your advise regarding Doņa Juana's (Rosario, Pasig City) insistent demand for us to become a member of their HOA. We are a hardware store renting outside this subdivision for almost 6 years. This year the HOA is withholding our request for clearance, thus we were not able to secure the necessary barangay and municipal permits to operate. Do they have the right to coerce us to become a member? And even if we agree to become a new member, am I oblige to pay the five years arrears which they are insisting that I owed.
