Squatters in Open Space

Our open space is encroached with squatters.
Per City Council committee head, since the squatters
submitted a purported "Petition w/ Conformity of 70% residents allowing them to stay, we just need to have a general assembly to ratify it.

Question:
Can City Council intervene and declare it "legal" IF 70% of
homeowners allowed it? (which I doubt is authentic)
