PD 957 and open spaces

Hello,

I have a plot of land that some partners and I plan to develop for purely commercial/industrial purposes. The intention is to subdivide the parcel and then sell them to individuals or companies who would then set up factories or warehouses on the site. We would of course construct some roads and build provisions for sewage and electrical lines. There will be no residential component to this project whatsoever. Does PD 957 and its implementing rules apply to such a development? Specifically, does the rule requiring 30% of a parcel to be devoted to open spaces apply in this case?
