Who pays for doc stamps, VAT for conveyance of mother title

Just want to ask especially people from HLURB who should pay for the taxes, fees ( Doc stamps, VAT, etc) for the transfer of Land title(MOther title of land) to the condominium corp? Is it the condo corp or the developer of the condo project who should shoulder this expenses? Is there juris prudence or laws that dictates on who should shoulder the taxes, fees for this transfer of title of ownership from developer to the condo corp? Thank you very much for the clarification...
