Dear sir/madam,
I have just transferred to a subdivision (palmera homes 2) in taytay, rizal and I have some questions/complaints in regard to the maintenance of the place, e.g., high tricycle fare, water supply. However, I was told that the homeowners' association has been inactive for years now, because of the problem with officers (allegedly).
I would like to be clarified on the following:
1) what is the role of the hoa? what are its functions? does it have mandate over tricycles plying our area, or the water supply? or even, over people who have allegedly "occupied" unoccupied/foreclosed units?
Regarding the tricycle problem, fare is pegged at P14 per ride. This is P28 per day which is too high, equivalent to a kilo of rice for an ordinary worker. The actual fare is P7 per person but drivers do not wait for other passengers. They automatically leave the terminal as soon a passenger hops in, and they expect to be paid P14 . But if there are more than two, say, three passengers who happen to ride together, drivers ask for P21 or P7/person. Drivers also do not give discounts to senior citizens or students.
2) If the homeowners' association has been inactive, can we reactivate it, and what are the processes involved? How can I know if the hoa is still functioning? How can I trace the officers and the legitimate members? (I surfed in your website that there is a registered hoa in palmera 2, taytay, but I don't know if a "registered" hoa is also an "active" hoa).
3) Another thing, there are still unsold lots in the subdivision. If I want to buy a lot, whom should I talk to?
