HOA sticker worth 1,000 pesos?

Good Day!
Here's our situation, we live in Better Living, Parañaque for more than 30 years, and it is subdivided to different annex and villages. our house is located a few meters near the entrance of one of it's Annex which is Annex 16-18 and it has its own Home Owners Association at the same time, this annex also has access to the Gate 2 of Immaculate Heart of Mary College. This month of March 2008, they implemented a No Sticker No Entry policy, and we have relatives that were residents of the said annex and they provided us stickers to be able to have access to their house and also to the school. But there was a time, just this morning that their security officer didn't allow us to pass through their road and insisted that we should buy a Non-Resident sticker (which costs 1000 pesos).
Maisip lang namin na ginagawa nilang gatasan yung mga taong pupunta sa school para ihatid yung mga anak nila sa pamamagitan ng pagbebenta ng sticker na napakamahal, to think na March na, parang obvious na hinabol nila yung bago magbakasyon para mapilitan magbayad yung mga dumadaan...
legal po ba na hindi kami paraanin, kahit na nabigyan kami ng sticker ng relative namin na Resident, at nais nilang tanggalin ang sticker namin para mapilitan kami magbayad ng 1000 pesos para sa sticker nila?
