What options does the homeowners associations has if the developer insists on operating the water supply system of a subdivision even if the homeowners association has been petitioning the developer to turn it over to the HOA or the local government or directly to the local water district who is serving most of the surrounding barangay and subdivisions? the water service being provided by the developer is not comparable to the water district. Further, the developer does not have a CPC from the NWRB and is operating the water system without authority and regulation from an appropriate government agency...
