Our HOA Situation, pls asses

The HOA here in our area is very inactive and useless. Years passed and still one administration held the HOA, oddly they didnt even asked for an annual election, instead they've keep their position for their selves. Now an uprising occurred because a group of homeowners want change of officials. So they inquired on the by-laws on how to conduct an election. The current admin said that the election will be held on october instead of march which was written in the by-laws. Another fact they discovered is that the current admin are not registered in HLURB. So they act independently by conducting an election even if the current admin continued opposing and threatening about legalities. So they ask the HLURB about their situation, and the response to the homeowners are positive. I think the current admin are hiding something to the homeowners because of their continued opposement on our upcoming election, the current president even using his municipal stature to brainwash the homeowners that our election was illegal. OMG years of no improvement and bad management, kapal naman ng mukha nilang maghabol. Takot lang silang umalingasaw ang kanilang baho, because the upcoming admin will really dig in to that. Pls Asses our situation and advice. Thanks!
