3. Discontinued development of Subdivision (while promoting and selling another subdivision/lots)

1. is it legal for the developer to require purchase of car pass stickers(printed by the developer) from homeowners? hold entry of homeowners w/o stickers?
2. What to do with a homeowners' association which has not hold any meeting of officers and mermbers for several years?
3. what to do with a HOA president who approves tricycle fares w/o consensus from his/her Board?
4. what to do with a HOA president who approves construction of commercial building within a residential subdivision W/O consultation rom officers and members?
5. what to do with a president who continues to delay issuance/approval of notice of meeting requested/called by a member?
6. who has more authority/power to implement village/subdivision rules & regulation(including security concerns), developer or homeowner?
