Hi,
I got a question about a Barangay Ordinance regarding collecting fee's for Garbage Collection.
Our subdivision is still handled by the Developer although the homeowners association is already being organized with the assistance of LGU. As stated in the contract, while the developer is the one managing the subdivision, they will be the one providing the garbage collection services. But recently there is a Municipal and Barangay ordinance stating that the barangay should be the one collecting the fee's for garbage collection. Now the question is who's jurisdiction is that? Will a private subdivision be affected of such ordinance? Or not since we follow a seperate body with regards to maintaining our subdivision, which is HLURV?
