Mandatory Donation of Roads, Open Spaces etc. under PD 1216

If the donation is mandatory, would it not be reasonable to have a time frame as to when to donate the finished roads, etc.? Like for example, within 3 months after its completion? Because its absence, I think, it renders the mandate of the law illusory. Or would the argument that "once property is withdrawn from the commerce of man, donation is merely a formality" apply? This is in accordance with the ruling of the Supreme Court in White Plains vs. CA G.R. No. 95522 February 7, 1991
