Unreturned Construction Bond (Lapu-Lapu Cebu Subdivision)

Dear Sir/ Maaml,

I have a problem regarding my perimeter fence construction bond. I am currently residing in a newly constructed subdivision in Lapu-Lapu City, Cebu. As per developer's rule, there will be a construction bond when constructing a perimeter fence. The purpose of the bond is that if in case you will incure a damage to the adjacent property.

I submitted a drawing proposal to the assistant site engineer for the perimeter fence construction and it was approved by him. So, I proceed with the construction of the perimeter fence. Once the construction was done, I submitted a request letter for inspection so that I can get the money that was used as construction bond. I made a follow-up with the construction site office if it is already ok and the in-charge told me that it was already inspected and the approved inspection document was forwarded already to the main office for the check issuance of the construction bond refund. I went to the main office to get the check but they refused to give me the check for the reason that the senior site engineer told the main office staff that the fence is not ok because it was too high. So I talked to the senior site engineer and he said that the fence is not ok as per comment from the main office. There was inconsistency as to who make the "not ok" comment. It was the side portion of the fence that they commented because it was full masonry. Unlike the front portion that half masonry and half angle bar. The senior site engineer told me to adjust the side fence the same as the front fence. Meaning, I have to rebuild the side fence which is not fair. I told him that I submitted a drawing and it was approved and now you will say that it is not ok? I make the side fence construction as full masonry insted of half masonry and half angle bar so that I will spend less on the materials and labor. I submitted a drawing prior to construction and it was already inspected and ok already by the assistant site engineer. Is there such a law that prohibit the construction of a masonry perimeter fence of about more or less 5 feet and 8 inches? They don't have standard and guidelines to follow when constructing a perimeter fence. Also, I did not make any property damage to the adjacent house which is the purpose of the construction bond.

Can somebody help me on what to do so that I can get the money used for construction bond?

And also, If I am not mistaken, the construction materials used in the construction of the houses are sub standards. There are a lot of complaints by the homeowners but the response is very low or no response at all unless you will go to the office everyday and shout.
