Contract Signing for GIS Cookbook for LGUs Project

The GIS project “GIS Cookbook for LGUs” guidelines for the preparation of CLUPs using GIS has formally commenced this August 2004. The funding agency, Swedish International Development Cooperation Agency (SIDA) has formally signed an agreement with the HLURB to provide financial support for the project in the form of a grant.

The event was highlighted by the contract signing between HLURB and Swedesurvey AB, the firm awarded by Sida to be the consulting firm. Swedesurvey is a Swedish state-owned company that has comprehensive, in-depth knowledge and experience in land management and land use planning using various technologies such as remote sensing and GIS.

The contract signing, lead by Commissioner Romulo Q. Fabul, Chief Executive Officer of HLURB and Mr. Christer Kjorneberg, the consultant and representative of Swedesurvey, was witnessed by HLURB officials and key personnel.

Mr. Christer Kjorneberg is an architect/planner/GIS expert with at least 30 years of experience in the field of land use planning and GIS having been engaged in numerous global projects.

Objectives of the project are to prepare guidelines on how to use GIS in comprehensive land use planning at local government level and hereby:


The project will be running for two years and main activities are development of the procedure of Comprehensive Land Use Planning using GIS; development of geodata standards and metadata specifications for uniformity based on the IATFGI and Sida Municipal base mapping project and human resource development such as training of trainers.

A Technical Working Group, that will be composed of HLURB central and regional technical staff together with stakeholders from selected national agencies, will provide the technical inputs and comments in developing the guidelines. Furthermore, three LGUs will be selected as study areas in developing the guidelines. The LGUs will furnish the project with local experiences in the field of land use planning and GIS.

The project manager for this project, Ms. Emma C. Ulep, group head of the Information Technology Group will be responsible for its implementation. Ms. Ulep is a licensed environmental planner with a strong background in GIS.
