FIRST GIS TRAINING CONDUCTED AFTER THE GIS GUIDEBOOK LAUNCHING
The Mayor of Esperanza, honorable Mayor Leonida Manpatilan requested for a GIS training using the CLUP GIS Guidebook for the planning staff of the Municipality. The request was done thru our HLURB Regional Office XIII (CARAGA) Officer-in-Charge, Mr. George Martinez.

The GIS Guidebook is officially Launched!
On December 4 at the Shangri La Hotel Makati, the GIS Guidebook was officially launched. Among the invited guests were the Vice President of the Philippines, Honorable Noli DeCastro and the Ambassador of Sweden, Her Excellency Inger Ultvedt and other key officials of participating National Government Agencies and private companies. During the sign-off ceremony speeches were given by the Vice President, the Ambassador of Sweden, the CEO of HLURB, Atty. Romulo Q.M. Fabul and Mr Ciriaco Calinisan, Municipal Planning and Development Coordinator, Laurel Batangas.
The CEO of HLURB mentioned in his speech that with the onset of GIS, he hopes to change both the pace at which the CLUP is done and the attitude of our LGUs towards adopting a CLUP

GIS Cookbook Newsletter 13
The Cookbook Has Been Endorsed for Approval to the Board
On September 22, the Cookbook was approved and endorsed by the HLURB Policy Review Committee to the Executive Committee. The Executive Committee has then endorsed the Guidebook for Board deliberation and approval on November 12, 2007. After the approval, around 1000 copies of the “Cookbook” will be printed for distribution to selected LGUs. A CD version which contains the Textbook and the Toolbox will also be reproduced for those LGUs who have no access to Internet. On December 4, 2007, the Cookbook website will be up and running which coincides with the GIS Cookbook’s launching and sign-off ceremony.

Ongoing Tasks
The final editing of the narrative part of the GIS Cookbook ('the Textbook') is carried out. The input and comments from the Draft 3 workshops have been of great value in adjusting the text so it will be more comprehensible and intuitive for the end-user. The objective is now to have the report approved by the Board of Commissioners according to the project's time plan.

Draft 3 Hits the Road
The Project Team has conducted a ‘road show’ with the latest draft of the CLUP GIS Cookbook. Three-day Consultation Workshops were held at three places around the Philippines to minimize costs for logistics for the participants - Planners from HLURB Regional Offices and a majority of 4th-6th class, low-income LGUs. There was also a final workshop held in Manila inviting representatives from the National Government Agencies, CLUP data custodians at central level, consultants in the planning field and GIS practitioners. The aim of these workshops is to bring together persons working on issues related to comprehensive land use planning, with a view to discussing the framework and the content of the draft, comparing its approaches, techniques and ideas on using GlS as a tool...

Volume One Ready for Distribution
The first volume in the new CLUP Guideline portfolio has just left the printers. The GIS Cookbook will be Volume Three in the series that will provide the LGUs with the state of the art guidance when it is time to revise the CLUP.

HLURB has recieved a 'Special Achievement in GIS'
The award was presented at the ESRI's 26th Annual User Conference held in San Diego, August 7-11, and is being given to users around the world in recognition of their outstanding work in the GIS field. It is a significant evidence of HLURB's continuous effort to encourage the LGUs in the Philippines to use effective planning tools such as GIS. The Conference is a massive gathering of GIS practitioners all over the world and was attended by more than 14,000 attendees from more than 180 countries.

First Consultation Workshop
The first draft of the GIS Cookbook was scrutinized by selected HLURB planners at the Central Office, Region IV-A and Region IV-B for initial comments during a workshop held on May 18-19 at the University hotel, Quezon City. However in a series of consultations, the Cookbook will mature into useful guidelines by the kind contribution of the stakeholders.

A Draft for the CLUP Metadatabase Has Been Prepared
A first draft for the CLUP Metadatabase (MDB) specification is at hand after an intensive period of synchronization workshops with the HLURB Team that are coming up with the General Guidelines for CLUP preparation.
The CLUP MDB is one data management system that summarizes Basic, Socio-economic, Infrastructure, Environment and Land Management indicators of the CLUP.

One important activity from the GIS Cookbook for LGUs is the two-week learning journey experience on the Planning situation using GIS in Sweden. The training constitute and essential part of the project wich main activities are to develop land use planning and management tools in the decision-making process at municipal level using GIS, promote coordination, uniform geodata standards and metadata specification between central and local levels and equip Housing and Land Use Regulatory Board (HLURB) central and regional planning staff in order to improve its ability to assist LGUs in land use planning activities using GIS in the Philippines.

Guidelines how to prepare a CLUP Base Map in progress
A Base Map displays fundamental data sets that can be used to make sector data more meaningful and easy to comprehend. Displaying or analysing the sector data with key geodata found in a base map used as a backdrop, assists the user in making more effective and well-informed decisions.
For the preparation, a TWG has been set up with members from HLURB, NAMRIA and LMB. The idea is to come up with the protocols for the preparation and the standards as regard to metadata, content, layout, symbology, color coding, etc. that define the Base Map concept.

GIS Cookbook Newsletter 3

A one-day workshop was held at Ormoc City, 11 February 2005. The senior staff of concerned departments in Ormoc City together with a number of planners from LGUs in the region were invited to air their views and expectations of the Cookbook. At the same time valueble information was given about organizational matters, staffing, the status of computerization in the municipalities and other conditions, which will set the standard for the introduction of a municipal GIS.
